David Heller is an attorney based in Tampa, Florida. He founded his practice with a mission to deliver practical, effective, and affordable legal counsel and representation. As the son of a small business owner, he knows that a business is about more than just the bottom line. It is also about the people who own, manage, and work for it. His experience has taught him to put understanding the client at the center of any representation. He listens to them to understand their goals, how they organize and operationalize their companies, and how they make decisions.
With this philosophy in mind, David represents a variety of clients in commercial and regulatory matters, including health IT companies, small businesses, and contractors. He provides legal counsel in contract negotiations, general corporate matters, and disputes.
In healthcare, David has assisted clients on matters related to health IT certification, the Merit-based Incentive Payment System (MIPS), and other value-based programs. He has provided counsel on health IT regulatory considerations in disputes, commercial transactions and arrangements, and corporate governance.
He has also coordinated and drafted comment letters in response to Notices of Proposed Rulemaking issued by the Department of Health and Human Services. Previously, he served as a member of the Electronic Health Record Association’s Executive Committee and Vice Chair of its Public Policy Committee.
David graduated cum laude from American University Washington College of Law. In law school, he was a member of the Alternative Dispute Resolution Honors Society and a staff writer for the American University Arbitration Brief. He interned with the D.C. District Court, a small practice in Mclean, VA, Wragge & Co.’s Guangzhou office, and the Torture Abolition and Survivor Support Coalition.
David is a Florida native and loves the outdoors. In his free time, he enjoys running, hiking, and kayaking.
